Wang Shih-chung tries to get men to build the Canal and is involved in corruption with Yu Wen Sh causing the people to suffer and complain.
Chin Yao-chin and others arrive at Wa Gang Zhai, Di Rhang wants everybody to join to deal with Yang Kuang. Yao-chin agrees.
Di Rhang is very harsh which Yao-chin and others are not used to. They suggest letting everybody have plenty and a tight training schedule. Di Rhang agrees and let Yao-chin take care of business in-the city.
Not long afterwards, the food storage of the Wa Gang city, is used up. Yao-chin and others go into the town to get money for food. However, all people are poor and there is nobody for them to rob. Yao-chin finally borrows money from Wu Gou. Sh Min meets them and suggests Yao-chin ask Chang San-lang for help. Yao-chin thus goes to the under ground city to look for Chang……
